I've not had to deal with that exact problem, but I think you could
promote it via the UI fairly easily. For instance if you allow both,
how are the elements for each arranged on the page? It might be as
simple as promoting the EFT inputs & submission button above the
credit card inputs.

How fast are EFT's vs CC transactions? If EFTs process faster perhaps
you have a selling point you can use to convince your customers trying
to make a decision between the two.

A final thing you might want to do is require CVV numbers for credit
card transactions. I've found that a lot of people don't like going to
the hassle of putting in their CVV (most have rubbed off the back of
the card). You could use this behavior to steer customers into using
your EFT processing.
