Abstract: Is it possible to compare research institutes by the number of 
publications in leading peer-reviewed journals with the highest impact factor? 
Seemingly, it is, but, for the sake of correctness, these institutes should 
represent the same country. The method of assessing publication activity, 
proposed in the article below, makes it possible to answer a number of pressing 
questions, for example: Is science made only at universities? Who personifies 
Russian science?.
