Abstract: Research assessment can be based either on expert evaluation or
bibliometric evaluation. This opinion paper evaluates pros and cons of
these two approaches, concluding that they are complementary approaches.
Therefore, they should be properly combined and synchronized to form an
informative and cost-effective research assessment framework.
Conclusion: It is hard to imagine that these findings would have been
discovered without bibliometric data. Therefore, I do not think that we
should be dogmatically in favor or, or dogmatically against, either of
these two approaches to research assessment. Since they are pros and cons
as Table 1 points out, they should not be seen as alternatives but rather
as complementary approaches that can be used to triangulate with each
other. When properly synchronized they may form a cost-effective but
informative research assessment framework. There is an obvious need in
Finland for a continued meta-analysis of alternative research assessment
approaches at a much more detailed level of disciplines, hopefully
including the disciplines of computing as own entities.
