Abstract: Research assessment can be based either on expert evaluation or 
bibliometric evaluation. This opinion paper evaluates pros and cons of 
these two approaches, concluding that they are complementary approaches. 
Therefore, they should be properly combined and synchronized to form an 
informative and cost-effective research assessment framework.
