apenis?  Flickr sometimes does what you say, and sometimes does what I say.
I don't like it.   :)

It's a feedback loop, neither implementation nor design exist in a silo, and
both constrain each other to a degree.  If all I use is storage and
retrieval of tag clouds on the back end, I most certainly would prefer a UI
design that works with me and my use case.

I know it's a list because I easily know what demarcates it as such.  The
tags are separated by a newline.  The newline and the comma are not as
overloaded with meaning as a space is, esp. when you start dealing with
hyphenated words or phrases or idioms.  Even periods are better separators
than spaces imho.
