CSV lists have no relationship to the entry of tags in a field., so this 
isn't relevant.

You could offer a CSV tag upload, but I think that would be a rare use case.

The use of a multi-line text entry box with each tag on a separate would 
be a good solution as well, although designers seem to prefer single 
line entry.

A better example of your list in the context of tags would be:

      banana
      granny smith apple
      ambrosia apple
      braeburn apple
      gala apple
      jazz apple
      satsuma mandarin
      orange
      pomegranate

which has a mix of single and multiple word tags. (I like apples....a lot.)

In your proposed space with (some) quotes that becomes the illegible:

banana "granny smith apple" "ambrosia apple" "braeburn apple" "gala 
apple" "jazz apple" "satsuma mandarin" orange pomegranate

(which, btw, takes a hellalong time to type in addition to being illegible.)
