It would seem useful to classify according to the intended change to
the user's behavior. All design seeks to move users from one user
group to another.

Ecommerce sites intend to change the user from a browser or
information seeker into a buyer. Brand sites want to change you from a
user with some lesser relationship with the brand to a user with a
greater relationship. Information sites want to change the 'knowledge
group' a user belongs to (from none to some, some to expert).

(Not sure this approach would apply to the classification that've
emerged in this thread, but it could be useful.)
