Russ Weakley gave a really interesting presentation on some similar 
ideas at Webstock last year. Presentation is linked from here:

It was "thought experiment" around redoing the IA for the Australian 
Museum website from scratch with the objective of "allowing users to 
control and determine their own pathways".

I think a key point was that pathways through the site information would 
emerge over time, and that people would have the opportunity (through 
tagging) of extending/modifying/changing/walking these pathways.

They haven't actually done this, but would be really interesting to see 
in practice how it might work.
