Hi Dimitri,

the trouble with pitching a solution as part of the proposal is that
if you get it wrong, you might be seen as a one-size-fits-all merchant
(not a good thing where I live and work).

There is a lot of wisdom in arranging a scoping study as part of the
proposal - that is, an initial phase where some indepth background
work can be done so as to come up with a viable solution and some
costings that everyone can commit to.
