Certainly not. But in all of the instances that I've tested this
'scrolling headline' device, the reason for using the movement was to
attract the users eye because the headlines contained important or
updated information.

So, to clarify - if you are thinking of using the scrolling device as
a means to attract the users eye to important, high priority
information, then the evidence that I have seen shows that this device
does not achieve that objective.
