Well, let me tell you -- you are doing better than Joel to pin point
the problem.
My take on the issue is that anyone, small of big, who has means and
resources to game the "free market system" will measure performance
for all wrong reasons, such as, "because our competitors do that",
etc.
Joel's example of "oil" firm is accurate because Oil goons run their
business by lobbing, not by improving performance of efficiencies (?)
(We all know how effieient oil refinary and oil/gas pipelines are in
USA.). In other words, improvement in performnace has neglegible
effects on their bottomline. Quasi government organizations, trade
unions, pharma firms (who play block & tackle with patent protections
and legal rights) all have same (conspiracy) stories.
