FBI concedes that VCF is capable of performing only 10% of its original
requirements. It's at least a year late and it's already been delayed to
conduct more tests.

Here's a quick review of the project:

"However, one of the authors of the NRC report who spoke on condition of
anonymity said the current delay is the result of years of mismanagement by
the FBI that allowed the contractor 'to run the show.'"

So, in one respect, the project was a great success, to the tune of $170MM.

They should just link VCF to Wikipedia as the canonical definition of
malfeasance and call it a day.
