Actually, I believe the problem is one that isn't new to the technology or
information science environment -- too many different requirements, too great
expectations for what systems can do without human intervention, too heavy
reliance on/belief in vendor sales pitches, too many people thinking that their
project is entirely new and there is nothing they can learn from anyone else's
mistakes, and way too much money to throw at the problem.   It would be
interesting to do a statistical analysis on the success rates of projects and
the amount of money available to spend.   The more money, the lower the
probability of success.   The lower the funding, the more likely you are to
start small and build incrementally to actually meet functional requirements.
