I am sure if you looked a little harder you could find examples of 
government development projects that screwed up to the tune of far more 
than USD 170 million :)

Australia's Collins Class Submarine project did better than that (albeit 
that some of the subs are now partially usable) and our economy is worth 
less than 1/10th of that of the USA.
