I believe what's more is the so called central question:

PPV> The central question we should ask in our work is can the people
PPV> who use our designs do X.
...
PPV> Our job is to ensure that if they want to do X, our design will
PPV> help them and make their actions possible. 

Too often, designers do not design. They re-use past designs. In "A
Pragmatic Point of View", the author reminded designers to carry out a
means-end analysis - the central focus of design.
