Ah, well, I beg to differ. ;)

Here's another diagram that shows user research activites in the context 
of JJG's planes:

And if you map that to the Nine Pillars diagram, it suggests that some 
kinds are user research (user testing, heuristic evaluation, cognitive 
walkthroughs, card sorting) are tactical.  Which just happens to jive 
with my intuition.
