It depends on the enterprise. There are three ways to start a project. The
enterprise :

1   tells you what they want: you bid to build,
2   pays you to figure out what's needed and then you build, or
3   starts the project without #1 or #2.

#1 happens a lot, except, of course, the enterprise is delusional about
thinking that they know what they want. Both sides find out too much time
and too many dollars later that this is the case. Usual problems ensue.

#2 happens less, because a) the enterprise has to know and admit that they
don't know/can't do something and b) money and time (always in short supply)
are involved.

#3 is the fat part of the Bell curve.

That's why I ask a new client to treat me as their therapist: their problems
can't/won't be solved unless/until either I find out or they tell me what
they are. As in therapy, there's first denial and later a lot of questioning
involved. :-)
