Let me guess :-)

1.  Because it's ridiculously difficult to compete against a product from a
monopoly abuser, since people are so quick to declare such products
'standards' due their perceived ubiquity.

2.  Because you can sell in volume really crappy products to the middle
section of the bell curve that we affectionately call corporate IT and they
will buy it. So if you have a better product, usually, it doesn't make a
difference since the numbers are against you.

3.  Because the vast majority of people don't care about good design
(whether in app/web/GUI or in real-life objects).

4.  Because Adobe, for one, thinks it already has a fairly extensive site
prototyping tool in GoLive.

5.  Because, most importantly, if you take away non-design oriented usage of
Visio (network design, pseudo-CAD, equipment inventories, etc) what's left
(for mostly design oriented use) is a small market.
