Yes - and in that instance, of having been given a strategy/business plan
that contain specific design details that have not considered any input from
other design specialists, then I would say that there is a flaw with the
process that allows a deliverable to be completed without having gone
through the necessary steps to ensure that it is right.

The only thing left to do with a document like that is to (laugh at it and)
ask the Strategist to prove that the details included on design are the
right ones. Strategists should largely be able to prove their assumptions
and hypothesis, and as you point out, if a user can't/doesn't/won't use the
product then the product won't make money.

But this doesn't mean strategist shouldn't become better at working with
other design specialists, and not make suggestions. As frustrating as it
sounds.
