Refresh rate relates to both monitor and display card. If you go to a
computer superstore, you will find low (but not the cheapest) price
CRTs and display cards capable of handling 100Hz.

Unless someone is still using a 14" monitor, resolution should not be
an issue. I spend much time reading on Sony Trinitron monitors.
Resolution was never an issue to me.
