Actually, I said "no" to quite a few SIGs this year. I think the
justification portion is pretty important. Also the "you must get it in
by August 15th" will cut down on some SIGs who don't think about it
until later. This was one of the recommendations of the 2005 Steering
Cte too. And I agree with you that stockpiling funds is bad. I'm
trying to keep the running balances below $1K for everyone except III
and USE, who have extenuating circumstances (and raise their own funds
to cover them). I also like the idea of a cap on _membership_ related
funds (again, recognizing the theory that SIGs that do external
fundraising should be able to keep the money they raised).
Also, we're hoping to get a new model for funds allocation ready for a
vote next year - and that would take care of much of this rollover
craziness. I know it's driven me nuts for 10 years to fight over
rollover crap in SIG Cab every year - and it sounds like Shelly too.
