[Sigcabinet] Proposed changes to annual report form

We do need to think about the ramifications of this.

I don't think anyone has a problem with a SIG stockpiling $ for a _purpose_.

But IF, and I do mean IF, all SIGs start requesting this automatically, and
why wouldn't they, the individual SIGs will accumulate $ without a plan or
purpose.  Those funds can get large over a number of years.

That would lock those funds up so that ASIS&T could not use them, despite
the SIGs not using them.  If 20 SIGs have funds of $2K each, that is $40,000
that is on the balance sheet but cannot be used.

Ultimately I would expect the Board to impose a cap - accumulate funds up to
$x, then everything over goes back.

I know it is not automatic that a SIG gets the $ just because it requests
them, but that forces a difficult decision on the SIG Cabinet, saying "no."

Think a bit about the consequences.
