[Sigcabinet] Proposed changes to annual report form

Liked the form, but am a bit confused about the fund rollover. At the top it asks if you want to rollover 100% of your balance, and toward the bottom it explains about rolling over 50% of your funds. I'm afraid everyone will check the 100% and it expect it to happen and ignore the 50% part at the bottom.  If you want to include a rollover request at the top I think it should state: Do you want to roll-over funds to the next fiscal year?   If yes be sure to provide full details as requested in item #. 

Now this fund rollover item may become obsolete if the financial model changes (something I have long advocated).

KT should the SIG Cabinet officers meet briefly before the meeting? I arrive late Friday night.
