[Sigah-l] SIG-AH collaborations

While considering methods of activating SIG-AH, we may
want to consider collaborative relationships with other
SIG's like SIG-CRIT and even external organizations.
This might result in a SIG-AH mission re-write or even
combining SIG resources.
