[Sig-l] Proposed Changes in SIG Funding Structure

Sorry, in the write up it is not clear that the first SIG is still
free.  Maybe that needs to be cleared up.

Question: I was also not clear on how much money each SIG will be
allocated.  Will each SIG still get $2 dollars for each member?  The
change being that at the end of the year if the money is not used then
all of it will go back to the general fund (?).
