[Chapters-l] Chapter leaders: chapter logos

I agree with some guidelines. Currently Central Ohio Chapter,co-asist added
"co-" to the front of "asis&t" for "co-asis&t" as a logo of sorts, trying to
maintain the same font and colors as National. Not certain that we ever
thought of this as a logo as such, but of course it is when it's used.
