I do know lots of these people - people who focus on getting the right 
design before figuring out if they did it well. But I see it more at an 
individual level than a disciplinary level in 'usability'. Many who do 
it don't call themselves usability people anymore, but usually one of 
the design-related titles.

I'm like Andrew and do a combination of strategic and tactical work. And 
of course I want my stuff to be usable, but first I want it to address 
the right problem, or to be the right solution to a particular problem.

Not sure what you're digging for here...
