My colleague, Prakash Govindarajulu is beta testing a term extraction and
organization tool.  He is in the process of scheduling a demo and then
letting people test it.  I mentioned this in a post on the TaxoCoP list.  If
you are interested, send Stephanie at earley.com and email letting her know you
are interested in the "Disk Bee" beta.

That depends on what you consider a "keyword" or a "tag" to be.

You might want to check out (Google it) "freeware concordance" apps then go
from there once you have a way to judge what raises a word to the level of a
keyword or tag. For example:
