| indexes?  Ideally we want to use an existing standard (ad hoc or

I don't know that there exists one that is that specific, but there
are vocabularies for citations, at least.

One alternative is the XML version of BibTeX:
  <URL: http://bibtexml.sourceforge.net/ >

DocBook also has a bibliography subset:
  <URL: http://www.docbook.org >

There may be others I'm not aware of as well.
