1. When the user has opted to use the mechanisms provided to him or her by
every browser capable of supporting pop-ups to select that a new window be
opened rather than the browser's default behaviour (of course you get that
behaviour for free with all normal links).

2. When you want to actively discriminate against users with disabilities.
