Weird, second time this has come up today.
I wrote some stuff about this ...

Essentially, what it boils down to is - you can have a good guess at it
but you can't guarantee that it will be correct because people could be
dialing in from anywhere, on a company VPN, on AOL (which makes all
users look like they're coming from the States)
There's some software to handle this
http://search.cpan.org/author/TJMATHER/Geo-IP-1.13/lib/Geo/IP.pm
which is related to this
http://www.maxmind.com/
or a Free(er) version
http://search.cpan.org/author/GMPASSOS/Geo-IPfree-0.1/lib/Geo/IPfree.pm
THere's also
http://www-unix.mcs.anl.gov/~olson/IPtoLL.html
with related FAQ
http://www-pablo.cs.uiuc.edu/Project/VR/ip2ll/faq.htm
and Java version
http://www-unix.mcs.anl.gov/~laszewsk/java/doc1/api/org.globus.applications.mapper.GeographicalLocator.
+html
and this has an http service IIRC
http://www.caida.org/tools/utilities/netgeo/
Obviously, the other way is to get people to register.
