Quite correct. Notice also application design, application architecture
design, etc. But remember, there's a class of "programmers" that do nothing
but application structure/architecture/schema/object/etc design (at
enterprise level) without ever getting involved in production code.

This is not about who's smarter or more important. It's about the inherent
nature of the work involved. Once you leave the markup (mostly tagging for
presentation) and write executable code you're just in a different realm,
with different problems, methodologies, skill sets, workflow, tools, etc.

It's just as absurd to expect procedural language coders to (also) do
interface design (as many "GUI Designer" job requirements dictate), as it is
to expect designers with markup skills to plunge into programming. Good
endings are often coincidental :-)
