Many thanks for the paper "A Review of Theory and Practice in
Scientometrics". It is very interesting to read.
Some Observations:
A review on how the Scientometrics have been influencing the Science
Administration, Business and Economy may be very useful. This may be a
sequel to your paper.

tools seems to multiply in quantum. It is a power of system integration and
collectivity. There is, however, one fundamental question that remains to
be answered: have these systems increased the comfort of living without an

the mankind free? Eastern philosophy has differentiated knowledge from
comfort and pleasure. Modern societies are trying to leverage knowledge to
gain comfort."

needs to be studied carefully.

The "cycle time of developing products, innovating and upgrading" in the
modern context provide valuable pointers on the progress of applying the
metrics.

The changing value systems within the research community also make an impact.
