Web of Science - Open Access Flags - Journal or Article Attribute?

Just a very little investigation shows that PLoS ONE is clearly indicated as an OA journal in Web of Science, despite the fact that it is not listed at http://science.thomsonreuters.com/cgi-bin/linksj/opensearch.cgi

Recently Web of Science pushed out a new release which includes an open access flag. This allows a user to segment a result set by whether the records are open access or not.

I’m interested to know if this is an article level assignment, and would identify OA articles in a hybrid journal, or indeed Green OA, or whether it is a merely a journal attribute? Where is this information being sourced from?

The Open Access journal list here is a little patchy:

There are five PLOS journals, but no PLOS ONE. How can new additions to this list be suggested?
