Applying a new peer-review model to OA

Of possible interest to this group - and cross-posted to Liblicense:

Research Square announced that its Rubriq system of standardized
peer-review will be used for journals published on QScience.com, the
platform for the Bloomsbury Qatar Foundation.

QScience hosts over 15 journals across a range of disciplines.  Rubriq will
supplement the review process for some established journals, but will
entirely replace the management of peer review for QScience Connect.  The
journal Editors will rely on the Rubriq scorecard results, while retaining
full responsibility for final publication decisions.
