US Energy Department's new public access plan

An interesting analysis and discussion of the Energy Department's new 
public access plan:

DOE estimates that about 30,000 journal articles a year will be made 
accessible under this plan, once it gets going in a year or so. This will 
provide a lot of material for bibliometric analysis. The actual number is 
unclear as we do not know how many articles originate from DOE's applied 
research programs. Relating these to the Office of Science's basic research 
programs will be useful in itself.
