Abstract: 
As the body of scientific knowledge in a discipline increases, there is
pressure for specialization. Fields spawn subfields that then become
entities in themselves that promote further specialization. The process
by which scientists join specialized groups has remarkable similarities
to the guild system of the middle ages. The advantages of specialization
of science include efficiency, the establishment of normative standards,
and the potential for greater rigor in experimental research. However,
specialization also carries risks of monopoly, monotony, and isolation.
The current tendency to judge scientific work by the *impact factor* of
the journal in which it is published may have roots in
overspecialization, as scientists are less able to critically evaluate
work outside their field than before. Scientists in particular define
themselves through group identity and adopt practices that conform to
the expectations and dynamics of such groups. As part of our continuing
analysis of issues confronting contemporary science, we analyze the
emergence and consequences of specialization in science, with a
particular emphasis on microbiology, a field highly vulnerable to
balkanization along microbial phylogenetic boundaries, and suggest that
specialization carries significant costs. We propose measures to
mitigate the detrimental effects of scientific specialism.

Abstract: 
Recent years have seen attempts to make sense of the
politics-administration dichotomy. Triangulating among historical
research, empirical observations, new models of interaction between
politicians and administrators, and the division of the literature into
"schools," novel ways of understanding and examining the dichotomy have
developed. These have been largely thematic and have revealed the extent
of a literature spanning more than 120 years. Because of its size, a
complementary structural analysis of the literature now not only is
conceivably useful but also can off er means for approaching it. Th is
article offers an atlas-that is, a series of visual maps, accompanied by
associated statistics and interpretations-that can assist researchers in
their travels through the territory of the dichotomy. Ten ways of
tackling the literature are presented, culminating in an initial reading
list that covers the breadth of dichotomy research, thus providing an
epistemological foundation for those who wish to enter the territory.

Abstract: 
The exploitation of Data Mining and Knowledge discovery has penetrated
to a variety of Machine Learning Systems. A very important area in the
field of Machine learning is Text Categorization. Feature selection and
Term weighting are two important steps that decide the result of any
Text Categorization problem. In this paper we focus our research on
effective term weighting and propose a novel Term weighting approach
i.e. Positive *Impact Factor* (PIF). PIF is a supervised variation of
traditional term weighting models. The idea behind PIF scheme revolves
around the assumption "Positive impact of a feature to a category can be
used to calculate its negative impact for other categories." To examine
our weighting scheme we used the dataset Classic 3 from Cornell, which
has documents in 3 predefined categories. Results of our experiment and
comparison with existing methods such as Binary, TF, TF-IDF, TF-RF,
TF-CHI2 etc show remarkable improvement in accuracy with a significant
reduction of computational cost.

Abstract: 
Osteoporosis is the most common metabolic bone condition that does not
often become clinically clear until a fracture occurs. The objective of
the current study was to analyze all publications whose titles included
the term "postmenopausal osteoporosis" published during the past decade
by journals indexed in the database of SCI-E.
This paper analyzes two sets of data: in the first, all papers with
"postmenopausal osteoporosis" in their titles indexed in the database of
SCI-E in the period 2001-2011; the second, all papers published by
Osteoporosis International that were indexed in SCI-E during 2001-2011.
The Science of Science Tool was used to map the co-authorship networks
of papers published by Osteoporosis International in 2007-2011. Only
papers cited more than 100 times in the Web of Science were considered
for mapping the co-authorship network.
A total number of 2,056 papers with "postmenopausal osteoporosis" in
their titles were indexed in SCI-E between 2001 and 2011. The annual
number of publications increased during the study period. The majority
of publications came from Western Europe and North America. The number
of papers published by authors based in Western Europe was about 75%
greater than for North America.
More papers on postmenopausal osteoporosis were published in Western
Europe than in North America. The networks of co-authorship pointed to
the strategic positions of highly cited authors from Western Europe. The
top eight authors contributing the majority of papers were from Western
Europe. Consequently Western Europe had greater impact than North
America.

Abstract: 
Educational policy debates are no longer occurring exclusively in
academic or governmental settings. Intermediary actors are promoting
research using a variety of traditional and non-traditional media to
advance and oppose policy agendas. Given the current policy arena, it is
useful to re-examine the research underlying current reforms, and to
determine whether there is an "echo-chamber" effect, where a small, or
unrepresentative, sample of studies is repeatedly cited to create
momentum around a policy proposal. In exploring the echo-chamber
hypothesis, we focus on two distinct methodologies. Using bibliometric
methods and examining social media activity by intermediary
organizations, our preliminary evidence suggests the presence of an
echo-chamber effect in policy debates.

Abstract: 
This article responds to Slater, Scourfield and Sloans assessment and
analysis of our earlier British Journal of Social Work article
delineating the 100 most highly cited articles in disciplinary social
work journals during the past decade. We address two primary issues in
our response. First, we provide background on the circumstances that
animated the larger research agenda from which the BJSW article
emanated. Second, we discuss how the authors empirical work illustrates
the potential of citation analysis to spark conversations that
facilitate professional reflection and growth. We conclude by noting
that every method is characterised by a certain set of limitations and
that citation analysis has the potential to assist both social workers
and their profession if used appropriately.

Abstract: 
The incidences of pests and diseases are major constraints in production
of Musa spp., threatening the livelihoods of millions of people who
depend on it for their daily calorie intake in sub-Saharan Africa.
Research and development efforts of scientists geared towards the
sustainable cultivation of this crop has led to the development of
several technologies and new hybrids in controlling pests and diseases
prevalent in Musa spp. Diverse studies on these in Africa seem to be
scattered, with little coordination. This study, using bibliometric
techniques, was therefore conducted to identify and analyze Musa
literature on the topic of pests and disease as relevant in Musa
production on the African continent, and also to identify and discuss
specific trends over a ten year period, from 2001-2010. Major pests and
diseases reported include: Xanthomonas campestris pv. musacaerum,
Fusarium oxysporum f. sp. cubense, Mycosphaerella fijiensis, Radopholus
similis and Cosmopolites sordidus. Studies documented a significantly
higher frequency of bacterial and fungal pathogens, with lower
incidences of viruses reported. Regional consideration indicated greater
frequency of X. campestris in East Africa, with higher incidences of M.
fijiensis in West Africa. This study further attempted to harness all
the combined efforts in addressing pests and diseases, to identify
research needs and to propose solutions to combat the spread of these
pests and pathogens. In addition, research focus areas are suggested
that will assist scientists in limiting the losses caused in Musa by
pests and diseases.

Abstract: 
This article uses semi-supervised Expectation Maximization (EM) to learn
lexico-syntactic dependencies, i.e. associations between words and the
structures that occur with them. Due to *Zipfian* distributions in
language, such dependencies are extremely sparse in labelled data, and
unlabelled data are the only source for learning them. Specifically, we
learn sparse lexical parameters of a generative parsing model (a
Probabilistic Context-Free Grammar, PCFG) that is initially estimated
over the Penn Treebank. Our lexical parameters are similar to
supertags-they are fine-grained, and encode complex structural
information at the pre-terminal level. Our goal is to use unlabelled
data to learn these for words that are rare or unseen in the labelled
data. We get large error reductions (up to 17.5%) in parsing ambiguous
structures associated with unseen verbs, the most important case of
learning lexico-structural dependencies, resulting in a statistically
significant improvement in labelled bracketing score of the treebank
PCFG. Our semi-supervised method incorporates structural and lexical
priors from the labelled data to guide estimation from unlabelled data,
and is the first successful use of semi-supervised EM to improve a
generative structured model already trained over large labelled data.
The method scales well to larger amounts of unlabelled data, and also
gives substantial error reductions (up to 11.5%) for models trained on
smaller amounts of labelled data, making it relevant to low-resource
languages with small treebanks as well.

Abstract
We investigate *Zipf*'s Law on the size distribution and Gibrat's Law on
the growth of sub-national populations in China, India and Brazil. We
reject *Zipf*'s Law for India, but not for China and Brazil; a log
normal distribution also fits Brazil well, but not China and India.
Gibrat's Law holds for Brazil; that is, lagged population is the best
predictor of current population in Brazil. In China, market potential is
an important predictor of population growth, while in India both crop
area and market potential are important. Our results show that there is
a diversity of experiences across countries, and we speculate that this
diversity maybe caused by differences in the characteristics of the
three countries.

Abstract: 
This paper outlines the life and work of Paul Otlet (1868-1944). Otlet
was a founder of the scholarly disciplines of bibliography,
documentation, and information science. As a result of the work he
undertook with Henri La Fontaine (1854-1943) - specifically, the
establishment in 1895 in Brussels of the International Institute of
Bibliography, which aimed to construct a Universal *Bibliographic*
Repertory Otlet has become known as the father of the Internet. Otlet's
grand project, as stated in his Traite de documentation (1934), was
never fully realized. Even before his death, the collections he
assembled had been dismembered. After his death, the problematic
conditions in which Otlet's personal papers and the collections he had
created were preserved meant that his thought and work remained largely
unacknowledged. It fell to W. Boyd Rayward, who began to work on Otlet
in the late 1960s, to rescue him from obscurity, publishing in 1975 a
major biography of the pioneer knowledge entrepreneur and
internationalist progenitor of the World Wide Web.
