Adam Smith and economics of science

As far as I remember some ten years ago there was a discussion in one of bibliometrics mailing lists (probably it was ISSI, which no longer exist) of an article about Adam Smith and economics of science.

As far as I recall the article said that Adam Smith noticed that scholars are both producers and consumers of scientific knowledge. And this does not let the economics to work right. 

Does anyone remember this article? If so could you please give me the reference?

(I could not find it using internet search. But, perhaps, I am not using the right keywords.)
