You can get publication counts by individual country, region, year (1995-2007), and field on the NSF website from their biennial Science & Engineering Indicators 2010 (http://www.nsf.gov/statistics/seind10/appendix.htm#c5) (see appendix table 5-25). Unfortunately there is no citation data published there for sub-saharan Africa and we are not at liberty to share such data due to license restrictions. This data is compiled by us for NSF and is based on Thomson's SCI database (not SCI-E).

We are working with all the papers (articles, reviews and letters)
published by Spanish researchers in the last 20 years (1990-2009).
Obviously our source is Web of Science.
In addition to the papers and their references we also have collected
their citation frequency year by year.
All this data is stored in Acess tables
