Looking for paper: independent measure of article quality

Colleagues,
I'm looking for an article I think was published in the 80s or 90s that 
stripped identifying information from an article (the journal, author, 
affiliation) and asked a group of readers to rate the quality of these 
papers.  If I remember correctly, it reported that high-quality papers 
were published for the most part in prestigious journals.
Does anyone recall this article and can provide me with a citation or link?
