Abstract: Citation attributes were found to be strongly associated with 
the omission of citations from the cited article lists in 603 SCIE records 
from six chemistry journals. By requiring well-documented citations and by 
making it easier to identify where one citation ends and the next one 
begins, journals can help minimize the number of omitted citations from 
citation databases. 

Conclusion:Omission of citations from cited article lists in SCIE records 
for six chemistry journals was strongly associated with citation 
attributes. By making it easier to identify where one citation ends and 
the next one begins, article submission policies and journal editorial 
policies can help reduce the number of citations
SCIE omits from database records. The single best advice to journal 
editors: allow only one citation per number. Although this practice takes 
up more space on the printed page, it avoids
most of the citation attributes associated with their omission. If more 
than one citation per number is permitted, then subdividing citations with 
letters is preferable to commas or semicolons.
The second best advice: do not permit citations to refer to the preceding 
citation by abbreviating author name(s), source title, volume, or year. 
One final piece of advice: insist that citations in submitted articles be 
complete and include author, source, complete pagination, and publication 
year. Journal editors should look to the European Journal of Biochemistry 
as a model of good citation practice.
