[Sigmet-officers] budget

Thanks, Stasa. I will confer with Jan on these numbers.

I have been emailing with SIG Deputy and Director to find out more about
requesting budgets this year (there seems to be some ambiguity). I will
definitely budget for the student paper competition again.
