[Sigmet-officers] CFP for the coming student paper contest

Thanks, Chaoqun!

We will need to make a few changes. We probably will not keep the part 
regarding providing the feedback for the submission for the annual 
meeting "well in advance".

There is also a question on eligibility. It is not uncommon to have a 
requirement of single authorship for student contests. That requirement 
might make the field of competition more even.
