[Sigmet-officers] first draft of student paper contest

The AM prohibits submissions that have been PUBLISHED previously.  Nothing
prohibits submissions that have been submitted for contests, and there is no
mention of publishing in what I read, other than that ASIST will have the
right to put on the web, without specifying before or after the meeting.  AM
does ask for 90 days after the meeting before material is posted elsewhere.

Thanks, Chaoqun!  I made a few comments, but I think it looks great.  

My primary question is whether the person can also submit to the ASIS&T
conference--we do not address whether the paper can be submitted to another
venue or in press.  Thoughts from other officers?
