Hello Frank,

I have no idea what the consensus is, or if one is possible.

However, I'm happy to tell you what I think. ;)

The argument over total vs. incremental redesign is a distraction.  It's 
setting up a theoretical binary absolute when the issue at hand is 
practical, and determined by the situation specifics.

A website is just a tool.  If the tool is not meeting the desired goals, 
it needs to be changed.  How extensive a change depends on how much 
change is needed to achieve the goals.
