I've not used it myself, but I've had folk rave to me about http://
www.campfirenow.com/
I've generally found that this sort of thing is better run with:
* As little mechanism as possible. Don't have lots of different
groups. Don't have approval systems before comments are seen.
* As much transparancy as possible. Don't hide information from
groups just because they "don't need to know".
Depending on the context you might want to think about blogging tools
or wikis.
