There are lots of sources on selling UCD, but the bottom line is that you
have to make the ROI argument. If you can prove a product is not useable and
those barriers are costing real money in terms of support costs, lost
interactions and conversion, then you have a platform to push for more
testing. If you have analytics available, they can also prove valuable in
making your case.

If after that, you still can't get buy-in then it might be time to go
elsewhere.

A. IF the process you're in doesn't allow it, then you're right. you can't
get experience doing it there.

B. I would think if you could communicate your knowledge and passion for
usability testing to a company that's looking for it, that someone will give
you a chance. Another thing I would recommend would be getting a hold of the
software of the company you're applying for and walking them through
usability issues you've identified and would like to validate with further
testing.
