Hi Jay,
I've done it - but only a couple of times. Usually by the time we've
convinced the client that conceptual design will save them money, it
is already well into the detailed phase - but there is always phase 2.
Education is a wonderful thing and I believe the world would be a
better place if everyone worked to sell this point to their clients.
That said, there are those that make a lot of money re-inventing the
wheel on every new project and for them this would be possibly seen as
anti-competitive behaviour :)
