Certification is a funny thing.  This used to be true--and may still be,
but I don't pay attention to it anymore: In many states in the U.S., if
you got a civil engineering degree and passed the PE (Professional
Engineer) exam and finally got your PE stamp, for a few dollars more you
could get a RLS (Registered Land Surveyor) stamp. Whether or not you
knew a backsight from a foresite or your azimuth from a hole in the
ground, you were a "certified" RLS.
