I'm reposting to the list instead of just to Eddy, even though I
missed the point of what Eddy was after. Why is there no reply-to
header in Sigia-l messages that send replies to the list by default?

I think it's a useful technique, and hasn't been done more because of
IE's lack of support for position: fixed in CSS (before IE7 came
along, anyway). It's what used to be done with frames, before their
shortcomings became apparent.
One caveat I can think of is that you need to make sure that the
navigation's overflow is visible when the menu is taller than the
browser viewport.
